Could not Activate iOS 12 on iPhone/iPad (Error: 0xe8000013)? Here’re Solutions!

Many iPhone 5s/6 and iPad users update iOS 12 with iTunes in the computer. But they found that they could not activate iPhone/iPad and the error 0xe8000013 occurred.
Even though you use the valid SIM card, you still receive the notification saying that your iPhone could not be activated because the activation server is temporarily unavailable, and you will be asked to try connecting your iPhone to iTunes to activate it, or try again in a couple of minutes.
In this situation, some people change WiFi, or use another computer. But they fail to activate the device. Next, we will analyze why iTunes could not activate iPhone/iPad and list the solutions.
Part 1: Reasons of Error 0xe8000013
Many issues lead iOS 12 not to be activated on iPhone/iPad. Here are the common reasons.
· The components of iPhone/iPhone changed, such as the Touch ID module, the battery and the memory module.
· The iTunes version is outdated.
· iTunes is blocked to get access to Apple activation server by the computer firewall and antivirus software.
· Apple Mobile Device USB Driver is corrupted or uninstalled.
· There is no valid SIM card or IMEI in iPhone/iPad.
· The activation server cannot work temporarily.
Part 2: How to Fix Error 0xe8000013
If the device components changed, the following solutions would not be effective. You can contact with Apple Support and get help from the Apple engineers. In addition to this situation, try the solutions as follows.
Solution 1: Re-activate under iPhone Recovery Mode
Some users set iPhone/iPad to get into the recovery mode and then use iTunes to activate the device. This method is not 100% effective, but you can have a try.
What is recovery mode?
Recovery mode is similar with the safe mode in PC. When iPhone is under recovery mode, the bugs will be excluded and the system will get started. Therefore, the recovery mode can restore iPhone to the normal status, which is usually used to solve the iOS issues.
How to get into recovery mode?
1. Install the latest iTunes version.
2. Open iTunes, shut down iPhone and connect the phone to the computer.
3. Then, press the power button and the Home button to get iPhone started by force. Those who use iPhone 7 and the latter versions should hold the power button and the volume-down button at the same time.
4. Release the buttons until you see the connection notification in iTunes.
5. Finally, select to update iOS or restore iPhone with the backup file. It is noted that the iPhone contents will not be emptied in the update process.
Solution 2: Update iTunes
The outdated iTunes version may lead the error 0xe8000013. You can update iTunes to the latest version and try to activate iPhone again.
iTunes may be blocked to get access to Apple Activation Server by the third-party antivirus software and the computer firewall. You can disable these applications, and even uninstall them to solve the problem.
Solution 4: Reinstall Apple Mobile Device USB Driver
If the computer cannot identify your device, the 0xe errors will occur. At this situation, you can update the USB driver.
Mac:
1. Connect iPhone/iPad to the computer and unlock the device screen.
2. Hold on the Option key and click on the top menu. Then, select [System Information] or [System Report].
Step 1: Download and install Renee iPassFix. Connect iPhone to the computer and select [Fix Device].
Step 2: Select a iOS version and click on [FIX ME] to download the firmware and install.
Step 3: Disconnect as it is finished and try to activate iPhone again.
