Method 1: Cut MP4 Video with FFmpeg (Make it with CMD)
FFmpeg is a open source software to help users record, convert, cut and merge digital audio and video files.
Step 1: Please Download the FFmpeg from the Internet.
Step 2: Click Windows icon and then select “Windows Builds”.
Step 3: Select target version which is compatible with your system. And click “Download Build”.
Step 4: After download finishes, please decompress the package. Then please save the ffmpeg.exe file in bin folder to system32 folder in Disk C.
Step 5: Enter “CMD” in Search and select “Run as administrator” in the menu after clicking Command Prompt in the search result.
Step 6: Enter “C:\Windows\System32\ffmpeg.exe -ss 00:00:03 -t 00:00:04 -i E:2018.mp4 -vcodec copy -acodec copy E:\MP4\2018.mp4” command in the Command Prompt window and press “Enter”. FFMPEG will help you cut your MP4 video.
Explanation of the Command:
[C:\Windows\System32\ffmpeg.exe] refers to the location of the FFmpeg.exe. You can change it accordingly.
[-ss 00:00:03] -ss here refers to the start time of the target cut video clip.
[-t 00:00:04] -t here means the duration of the cut video clip. Like here, 4 means the videos clip is 4 seconds.
[-i E:2018.mp4] please enter a space after i. And then please enter the path , name and format of the target mp4 file.
[-vcodec] here means the video compression of the video. Copy after vcodec means keep the original video compression method for the cut video clip.
[-acodec] here means the audio compression of the video. Copy after acodec means keep the original audio compression method for the cut video clip.
[E:\MP4\2018.mp4] here means the path, name and the format of the output mp4 video clip.
[C:\Windows\System32\ffmpeg.exe] refers to the location of the FFmpeg.exe. You can change it accordingly.

Step 1: Download and install Renee Video Editor Pro.

Step 3: Click “Add Files” and select the target MP4 file you want to cut.

Method 3: Cut MP4 Video Online with Aconvert (Can not Protect Personal Data Security)
Attention: Although we do not need to download or install any software if we use this method to cut the video, we need to go through whole cut process with Internet connection. Besides, if the MP4 files you want to cut is personal, please pay attention to your data security.
Step 1: Go to Aconvert and click “Video” on the left side and then select “Cut” function.
Step 2: Click “Choose File” and select the target MP4 file you want to cut. Then please set the Start position and Duration of the video clip you want. Finally, click “Submit” button.
Step 3: The output cut file will be listed in the “Output Results”. Please click download icon after the output finish.
Attention: MP4 files can not be cut simply. You need to compress the video, audio and subtitle again after cutting the video. If you do not go through it, the audio could not sync with the video. It is recommended to cut MP4 video with Method 2 here which will re-compress the video and audio to make them sync with each other.
