Use TunesGo

Download and install TunesGo. Use the USB cable to connect iPad to PC. Wait for the connection. At the left pane, click on [Photos] and then select the photos to transfer from PC to iPad.

2. Transfer Photos from iPad to PC

1. When iPad is connected to PC, you will see the window saying that you can import photos and videos into the iPad.

2. Select [Import photos and videos] – [Import settings].
